The felt in spats does two things, it stiffens the construction and two provides greater friction with whatever is worn beneath.  Madame usually prefers a white lace top stocking with a firm fit.  If the out fabric is lighter in weight. I would recommend that a middle layer of canvas to stiffen the spat and perhaps a medium weight of felt for ease of sewing with the three layers.
Upholstery, canvas, and heavy wool fabrics works well for two layer construction.  </description>
